There was an article about this in the Palm Beach Post today and the rule sounds ultra lame. I don't really see what the problem is anyways. The article cited a case where a woman runner was hit by a train while listening to headphones and mentioned that the rule was a precautionary measure. If you're dumb enough to get hit by the train with headphones on I'm pretty certain taking them off won't make you any smarter.
