After watching Captain David Davis interview there is no way to convince me that these officers just wanted some free sex. If the girl is insisting on doing the acts that seems like solicitation and that would be all you need to make an arrest. I think that Clayton County Sheriff Victor Hill has the correct interpretation of the law.
