the STL is pretty useful for their algorimical problems especially when i don't want to reinvent the wheel or implement my own priority queue :)

this is a call to anyone who knows a working solution around bandwidth throttling.
i just moved to houston and am getting internet through at&t. i upgraded my internet package but am still getting a capped dl speed ~350kb/s whereas cox in br was ~1 meg/s (if the dl server was brisk).
solutions? or should i just call at&t and bitch and whine?
