dropbox is indeed a cloud service. All of the devices you have dropbox installed on could be turned off and you could then log in to your dropbox account and download any files that you have up there.

the microsoft skydrive is free and easy (drag/drop interface for adding files) and has 25 GB with a 50mb file limit

Dropbox does keep online caches of everything you have even revisions/versions of stuff.
